France has introduced a special residence permit for foreign-trained medical professionals wishing to work in the country. This permit is aimed at addressing shortages in the healthcare sector while ensuring that applicants meet strict professional and ethical standards.
Who Can Apply?
To be eligible, the applicant must:
-
Be a qualified medical professional with a diploma issued outside the European Union (EU) or the European Economic Area (EEA).
-
Belong to one of the professions listed in Articles L 4111-1 and L 4221-12-1 of the French Public Health Code—such as doctor, dental surgeon, obstetrician/midwife, or pharmacist.
Mandatory Requirements
Applicants must also:
-
Hold an official appointment decision or a certificate granting the right to temporary residence in France.
-
Pass the Knowledge Verification Test (EVC) to prove professional competence.
-
Earn an annual income between €42,406 and €53,836.
-
Sign the Charter of the Values of the Republic and the Principle of Secularism—a declaration of adherence to French social and ethical values.
Important Note on Family Rights
Unlike many other residence permits, this special card does not grant automatic family reunification rights. Family members of the permit holder must apply separately and meet the relevant requirements.
This targeted residence permit is an opportunity for qualified medical professionals from outside the EU to work in France’s healthcare system. However, it comes with strict eligibility rules, including professional accreditation, income thresholds, and value commitments, ensuring that only fully qualified and committed practitioners enter the French medical workforce.
