The Henley Passport Index 2025 once again highlights the global dominance of European countries in terms of travel freedom. While Singapore and Japan continue to lead the global rankings, most of Europe’s passports remain among the strongest in the world. However, the strength is not equal across the continent.


Global Leaders: Singapore, Japan, and South Korea

For the second year in a row, Singapore holds the top spot, offering visa-free access to 193 destinations.
Japan and South Korea follow closely with access to 190 destinations, reflecting Asia’s growing influence in global mobility.


Europe’s Strongest Passports in 2025

Europe dominates the upper tiers of the index, thanks to the Schengen Agreement and strong diplomatic ties:

  • 3rd place worldwide: Denmark, Finland, France, Germany, Ireland, Italy, Spain – 189 destinations visa-free.

  • 4th place worldwide: Austria, Belgium, Luxembourg, Netherlands, Norway, Portugal, Sweden – 188 destinations.

  • 5th place worldwide: Greece and Switzerland (tied with New Zealand).

In total, 28 European countries rank within the global top 10, cementing Europe’s position as a leader in travel freedom.


Why Are European Passports So Strong?

Key reasons behind Europe’s dominance:

  • Schengen Agreement – allowing free movement within most EU states.

  • Stable economies and governance – fostering trust with other nations.

  • Extensive diplomatic networks – enabling more visa waiver agreements.

These factors make European passports highly desirable for travel, business, and education.


The Weakest European Passports

Not all European nations share this advantage:

  • Kosovo – Ranks 61st, with 82 destinations.

  • Belarus – Ranks 62nd, with 81 destinations.

Limited international recognition (Kosovo) and political isolation (Belarus) are the main reasons behind their weak rankings.


The Decline of the UK and the US

Once global leaders, both the UK and US continue to lose ground:

  • United Kingdom – Now 6th place (186 destinations), down from 1st in 2015.

  • United States – Drops to 10th place (182 destinations), its lowest in 20 years.

Analysts attribute this decline to tighter immigration policies while countries like the UAE, China, and Saudi Arabiaimprove their rankings through new visa agreements.


Why Passport Strength Matters

A strong passport provides:

  • Faster, visa-free travel.

  • Business and investment opportunities.

  • Access to global education.

  • Security and global mobility during crises.

Many individuals even consider dual citizenship or investment migration programs to gain these benefits.


Future Trends for Europe

Experts predict:

  • Ukraine and Moldova may rise in rankings as EU integration progresses.

  • Brexit’s impact will likely keep the UK out of the top tier.

  • Geopolitical tensions (e.g., war in Ukraine) will continue to influence visa policies.


In 2025, Europe remains a powerhouse in global mobility, but Asia now leads at the very top. For individuals considering residency, citizenship, or investment migration, understanding passport strength is more important than ever.
