Securing employment in Latvia as a non-EU citizen involves a multi-step process that requires coordination between the employer, the employee, and Latvian immigration authorities. Here's a detailed guide on how to obtain a Latvian work permit, long-stay visa, and residence permit.

1. Employer Responsibilities: Start the Process

Before a foreign national can begin working in Latvia, the Latvian employer must take the following steps:

Advertise the Job Vacancy

  • The employer must first advertise the job position through Latvia’s State Employment Agency for at least 10 working days.

  • This step ensures local and EU/EEA candidates are given priority.

Apply for Sponsorship with OCMA

  • After the advertisement period, the employer submits an application to the Office of Citizenship and Migration Affairs (OCMA).

  • The application must include the signed employment contract and other supporting documents verifying the need for a foreign worker.

2. Employee Responsibilities: Apply for a Visa

Once the employer has obtained approval from OCMA, the employee can begin their part of the process.

Apply for a Long-Stay Visa

  • The employee must apply for a long-stay visa (Type D) at the Latvian embassy or consulate in their home country.

Documents Required for Visa Application:

  • A valid passport (valid for at least 3 months beyond the visa duration)

  • Completed visa application form

  • OCMA decision granting permission to work

  • Two recent passport-sized photographs

  • Proof of financial means to support yourself

  • Proof of accommodation in Latvia

  • Flight reservation or itinerary

  • Criminal record certificate

  • Receipt for visa fee payment

  • Travel health insurance

  • Signed employment contract, either notarized or officially approved

  • Proof of professional qualifications and relevant work experience

3. Enter Latvia and Apply for a Residence Permit

Once the visa is issued, the employee may travel to Latvia.

Residence Permit Application

  • Upon arrival, the employee must apply for a residence permit at the OCMA.

  • This step must be completed within the time period specified on the visa, typically soon after entry.

4. Register with the State Revenue Service

After receiving the residence permit, the foreign employee must:

  • Register with the State Revenue Service (VID) in Latvia.

  • This step is necessary to ensure proper tax contributions and compliance with Latvian labor and tax laws.

Additional Notes:

  • Processing Time: The entire process can take several weeks, depending on OCMA processing and embassy appointment availability.

  • Visa Duration: The visa and residence permit are typically granted based on the duration of the employment contract.

  • Health Insurance: Travel and health insurance coverage is required both for visa approval and during your stay.

  • Dependents: Employees may be eligible to bring family members through a separate family reunification process.

Latvia’s work permit process is well-defined, but it requires careful coordination between the employer and the foreign worker. Ensuring all documentation is accurate and submitted on time is essential. For the most up-to-date requirements, consult the Latvian OCMA website or the nearest Latvian consulate.
