If you're a non-EU citizen seeking employment in Estonia, you'll need to secure the appropriate legal authorization—either a long-stay (Type D) visa or a temporary residence permit. The process is structured but manageable, particularly when your prospective employer is actively involved in the application. Below is a comprehensive breakdown of the key steps involved in applying for an Estonia work permit.

Step 1: Secure a Job Offer and Employer Registration

1. Job Offer from an Estonian Employer
The first requirement is a valid job offer from an Estonian employer. This offer will be the foundation for your visa or residence permit application.

2. Employer Registers Your Employment
Before you apply for a visa or permit, your employer must register your employment with the Estonian Police and Border Guard Board (PBGB). This registration confirms that your job offer is legitimate and that the employer is willing to sponsor your work authorization.

Step 2: Apply for a Long-Stay (Type D) Visa

If your planned stay in Estonia is less than a year or you need to enter Estonia before your residence permit is processed, a Type D visa is the appropriate first step.

1. Contact the Nearest Estonian Embassy or Consulate
Book an appointment at your local Estonian embassy or consulate. Many embassies offer online booking and application instructions.

2. Complete the Visa Application Form
Fill out the visa application form, usually available for download on the embassy’s website.

3. Prepare the Required Documents
Typical documents include:

  • A valid passport

  • Passport-sized photographs

  • A signed employment contract

  • Proof of professional qualifications

  • Health insurance coverage

  • Any additional documents requested by the embassy

4. Submit Fingerprints and Attend an Interview
You may be required to provide biometric data and attend a short interview during the visa application process.

5. Pay the Visa Application Fee
Fees vary depending on your nationality and the embassy’s location, so confirm the exact amount in advance.

Step 3: Apply for a Temporary Residence Permit (for Employment Over One Year)

If your job in Estonia lasts longer than one year, you'll need to obtain a temporary residence permit after your arrival.

1. Arrive in Estonia with Your D-Visa
Once your D-visa is approved, you may travel to Estonia and begin working under the terms of your employment contract.

2. Register with the Police and Border Guard Board (PBGB)
To stay longer than a year, you must apply for a temporary residence permit at a PBGB service office.

3. Schedule and Attend Your Appointment
Book an appointment to submit your application and documents. You may be asked to attend an interview as part of this process.

4. Submit Required Documentation
You’ll need to provide many of the same documents you used for your D-visa, along with any additional forms required for the residence permit.

  • Processing times vary, so it’s best to start the process well in advance of your intended start date.

  • Some applicants may be exempt from certain visa requirements depending on bilateral agreements between Estonia and their home country.

  • Always consult with your employer and the Estonian embassy for the most accurate and up-to-date guidance.

By following these steps and ensuring that all your documentation is complete and accurate, you can successfully apply for and obtain the necessary permits to work in Estonia as a non-EU citizen.
